In 1996, there are 3216 primary schools with 884.4 thousand enrollment,
841 middle schools with 508.9 thousand enrollment, 24 special education
schools with 4100 enrollment and 286 kindergartens with 158 thousand enrollment
in Tianjin.
Fundamental education has made remarkable achievements: First, the development
of education achieved its expected aim. The rate of school attendance
in primary schools, junior and senior middle schools separately are 100%,
99% and 78.9%. Vocational senior middle schools developed rapidly, which
enrollment reached 63 thousand. The level of special education's popularization
keeps being in the lead in china. And the rate of school attendance of
preschool education is more than 60%. Second, the quality of whole teaching
stuff improves uninterruptedly. In 1997, the rates of qualified teachers
in primary, junior and senior middle schools reached 96.99%, 83.45% and
62.85% respectively. There are 32 thousand men-times teachers had the
training courses of vocational studies or for getting higher academic
degree. All of these advanced the development of fundamental education.
Third, the reformation on content of courses and methods of teaching also
promoted the development of fundamental education. Fourth, Tianjin has
achieved tremendous successes in spreading quality education in primary
and middle schools. A new evaluating system——"3A" school-evaluating
system, which attaches equal importance to moral, intelligence and physique,
is taking shape gradually.
