Tianjin is one of the municipalities with solid basis in science
and technology.It ranks among the top five as far as the comprehensive
science and technological strength is concerned. It has 21 high
education institutions, such as Tianjin University and Nankai University,
more than 150 natural science institutes and 8 state-level labs,
as well as 10 state-level engineering technology research centers,
and over 40 statelevel scientific and technological development
institutions. It has rich human resources with 750,000 technical
personnel in natural and social sciences, including 22 academicians
from Chinese Academy of Sciences and Chinese Academy of Engineering.
Since the reform and opening-to-the-outside-world policies were
carried out, Tianjin's Scientific and technological development
has injected vigor into the economic take-off of the city. Great
progress has been made in such advanced technological fields as
electronic information,new energy, new material, biotechnology and
medicine, and environmental protection. By the end of 2000, the
output value of the city's advanced technological products had been
up to 23 percent of that of its industry on the whole. The advanced
technology industry has been expanding to a larger scale, thus becoming
a new economic growth point of Tianjin. A series of backbone enterprises

In order to encourage foreign businessmen's investment in new
and hi-tech research and development institutions and enterprises,
Tianjin Municipal People's Government has laid down favorable policies,
including:
—— Free income-tax and transaction tax for technological services
of foreign-invested new and hi-tech research and development institutions,
the former of which is realised through fiscal returning.
—— Expanded investment of foreign-invested new & hi-tech enterprises
due to profit-gaining includes two channels: directly increasing
the registered capital and further investing in other local foreign-invested
enterprises with no less than 5 years' management period in future.
The levied income tax of the re-investment will be returned to the
investors as a favorable treatment.
—— Foreign-invested research & development institutions and
center, approved by the government will receive the retruned land
transference fee levied by the government in 3 years since the approval.
They will be free from the transaction fee and property right register
fee in purchasing estates for manufacturing and marketing. They
also enjoy free water supply & discharge fee and gas bulking
fee and power supply and distribution in project construction. Other
charges will be levied according to minimum standard.
