Kofi Annan (Ghana)安南

　　科菲•安南，聯合國第七任秘書長(1997-2006)，也是第一位從聯合國官員中推選出來的秘書長。

　　安南任職期間的工作重點之一是全面改革聯合國，重振聯合國的威望，使國際體系運行更加有效。他是人權、法治、千禧發展目標與非洲活動的忠誠的擁護者。通過加強聯合國與文明社會、私營機構和其他合作伙伴之間的聯系，安南努力使聯合國與全球各國建立更加緊密的聯系。

　　安南1962年進入聯合國，時任日內瓦聯合國衛生組織行政預算官員。後來，他先後任職於駐亞的斯亞貝巴的非洲經濟委員會、駐依斯梅利亞的聯合國緊急部隊、駐日內瓦的聯合國難民事務署高級官員，並擔任駐紐約的各種高級職位，處理人力資源，預算，金融和人事安全等事務。就在擔任聯合國秘書長之前，安南是主管維和事務的副秘書長。1995-1996年，安南作為秘書長特別代表，出使前南斯拉夫。1990年安南曾經促成900多名國際工作人員和其他非伊拉克國籍人士從伊拉克遣送回國。在他的倡議下，聯合國維和事務得到進一步加強，能夠更加有力地處理日益增加的戰斗部署和人事問題。

　　2001年安南和聯合國共同榮獲諾貝爾和平獎。除此，他還獲得過無數名譽學位和許多國家、國際獎章和榮譽。最近，他第一個獲得『麥克阿瑟國際公正獎』。

　　KOFI A. ANNAN of Ghana, the seventh secretary-general of the United Nations, served from 1997 to 2006 and was the first to emerge from the ranks of United Nations staff.

　　One of Mr. Annan」s main priorities as secretary-general was a comprehensive program of reform aimed at revitalizing the United Nations and making the international system more effective. He was a constant advocate for human rights, the rule of law, the Millennium Development Goals and Africa, and sought to bring the organization closer to the global public by forging ties with civil society, the private sector and other partners.

　　Mr. Annan joined the UN system in 1962 as an administrative and budget officer with the World Health Organization in Geneva. He later served with the Economic Commission for Africa in Addis Ababa, the UN Emergency Force (UNEF II) in Ismailia, the United Nations High Commissioner for Refugees (UNHCR) in Geneva, and in various senior posts in New York dealing with human resources, budget, finance and staff security. Immediately before becoming secretary-general, he was under-secretary-general for peacekeeping. Mr. Annan also served as special representative of the secretary-general to the former Yugoslavia (1995-1996), and facilitated the repatriation from Iraq of more than 900 international staff and other non-Iraqi nationals (1990). At Mr. Annan」s initiative, UN peacekeeping was strengthened in ways that enabled the United Nations to cope with a rapid rise in the number of operations and personnel.

　　Mr. Annan was awarded the 2001 Nobel Prize for Peace, jointly with the organization. He has also received numerous honorary degrees and many other national and international prizes, medals and honors. Most recently, he was awarded the first-ever MacArthur Award for International Justice.
